What is the CPLP, and how does the CPLP residence permit work in Portugal?

Short answer: The CPLP is the Community of Portuguese Language Countries. Its nationals can get a facilitated Portuguese residence permit — a 2-year EU-format card that also allows Schengen travel — under the CPLP Mobility Agreement.

The CPLP (Comunidade dos Países de Língua Portuguesa) has nine members: Portugal plus Angola, Brazil, Cabo Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, São Tomé and Príncipe, and Timor-Leste. Under the 2021 CPLP Mobility Agreement, nationals of the eight non-Portuguese members can apply to AIMA (Portugal's migration agency) for a special residence permit — often from inside Portugal after a regular, e.g. visa-free, entry, rather than through the usual consular visa route. Law no. 9/2025 upgraded the permit to an EU-format residence card valid for two years, with the right to travel within the Schengen Area (short stays, up to 90 days in any 180) and to work. It is usually a faster, lower-threshold path than the D7 or D8, and the time counts toward the 5-year clock for permanent residence and citizenship.
